Target Costing for the public sector: The system for cost calculation and cost tracking of construction services saves the processors many tedious and lengthy manual processing steps.
Task
The public sector is the most important and largest client in the infrastructure sector. At the City of Munich, for example, the Civil Engineering Department is responsible for the planning, construction and maintenance of roads, squares, footpaths and cycle paths, including street cleaning, winter services and city lighting.
The Civil Engineering Department regularly invites tenders for construction services in the city of Munich on the basis of a standardised catalogue of services. In order to avoid any surprises, the construction department continuously tracks the price development on the market on the basis of predefined “baskets of goods” - analogous to how this is done in the private sector within the framework of target costing approaches when determining and splitting target costs for purchased products or services. This enables the City of Munich to estimate and plan for costs in advance.
Costumer benefits
Previously, a self-developed Excel spreadsheet was used to calculate and track costs. Both the manual input and maintenance of data and the import of proprietary, machine-readable binary data were time-consuming. In addition, the formulas and cross-references contained in the Excel sheet were extremely complex due to the many specifics. The evaluation of data was therefore also tedious and complicated.
In order to save these efforts and to replace the Excel sheet, which was hardly maintainable any more, the civil engineering department decided to commission 4Soft with the creation of customised software. The collaboration Factory’s cplace system was chosen as the basis for implementation. It has already proven itself as an “Excel hoover” in many cases to replace applications of the so-called “shadow IT” quickly and cost-effectively with solid IT solutions.
cplace comes with extensive basic functionality that does not have to be developed from scratch (e.g. for displaying tables, dialogues and charts, for managing users and their roles and rights, for mapping data models and for connecting third-party systems). In addition, unlike Excel, cplace is multi-user capable.
Our contribution
4Soft designed and developed the system for cost calculation and cost tracking as part of an agile approach. The starting point was a short specification sheet that summarised the essential requirements in a concise form. The detailed conception and further design then took place in the project. In each case, user feedback on the delivered system increments was included.

Die Zusammenarbeit lief auf einem sehr guten und fachlich-kompetenten Niveau ab. Die zuständigen Mitarbeiter waren stets für uns erreichbar und haben das Projekt professionell betreut. Meetings liefen strukturiert ab und Ziele, Hürden und Lösungsvorschläge wurden klar dargestellt. Die Terminschiene wurde stets eingehalten oder übererfüllt. Das Projekt wurde vor Zielsetzung fertiggestellt mit einem hervorragenden Ergebnis.
